The Construction and Facilities Management Office (CFMO) is the principal advisor to the Montana Adjutant General regarding all real property, facilities, construction, and environmental management programs for the Montana Army National Guard (MTARNG.)  CFMO manages the sustainment and recapitalization of existing real property and the construction of new facilities.  The centralization of the construction and facility management expertise in CFMO enables the division to efficiently and resourcefully support the individual missions of MTARNG, Montana Disaster and Emergency Services, Montana Youth Challenge Academy, STARBASE and Montana Veterans Affairs.  CFMO manages over 1,600 assets: roughly 2M square feet of facility space and 32,000 acres of land.  Our staff recognize that facilities represent capital investments by the federal and state government and therefore are dedicated to properly managing facilities and land to enable effective performance in all of DMA’s divisions.

Colonel Kelly Traynham

Colonel Kelly Traynham is the Construction and Facilities Management Officer for the Montana National Guard. He has Served as the CFMO since August of 2022 and has served in the Montana Army and Air National Guard since 2000. Prior to his appointment as the CFMO, he was the Deputy United States Property and Fiscal Officer, responsible for all federal property and funds coming to the Montana National Guard. He has also served in various roles within the organization, including Inspector General, Contracting Officer, Equal Opportunity Specialist and Military Policeman.

Leslie White

Leslie has been with the Department of Military Affairs, as the Deputy Construction and Facilities Management Officer since 2020. Prior to Leslie’s experience at DMA, she served as the Materials Bureau’s Chief Chemist at the Department of Transportation. In the private sector Leslie specialized in project management and asset development in the commercialization and implementation of energy related technologies. She served as a founding member and later as President of a company that developed, built, owned and operated renewable energy power production facilities. Leslie and her husband, Andy, moved back to Montana in 2015 and love serving the state and sharing the great outdoors with their children and grandchildren.
